Cette particularit\u00e9 permet de le rendre universel car il permet d\u2019\u00e9tablir des relations fiscales \u00e9quilibr\u00e9es entre des syst\u00e8mes qui devraient normalement \u00eatre incompatibles entre eux.<\/p>\n<p>Il permet, sans aucune modification, de mixer tous les syst\u00e8mes de taxation de type : TVA \u2013 GST\/TPS \u2013 RST \u2013 etc. sans avoir une obligation de le modifier fondamentalement les d\u00e9cisions des \u00c9tats en mati\u00e8re de fiscalit\u00e9.
