This particularity makes it universal because it allows balanced fiscal relationships to be established between systems which should normally be incompatible with each other.<\/p>\n<p>It allows, without any modification, to mix all types of taxation systems: VAT &#8211; GST \/ TPS &#8211; RST &#8211; etc. without having an obligation to fundamentally change the decisions of States in matters of taxation.
